Barangay officials disclaim militarization issue in Leyte villages ALANG-ALANG, Leyte ---Disclaiming the militarization issue raised by the ‘Katungod-Sininrangan Bisayas’, the barangay officials of Tabangohay yesterday clears 19th Infantry Battalion of any abuse and human rights violation against civilians.
The denouncement came following the economic dislocation claims of Kenneth James Perez, the deputy secretary general of Katungod-Sinirangan Bisayas over Leyte Samar Daily Express on September 16.
Barangay chairman, Hon. Ramil Seroy told Radyo Diwa correspondent, Jasmin Bonifacio that the soldiers of 19th IB who patrolled in the area are harmoniously dealing with his constituents.
“There is no militarization here. Soldiers were here to help us secure our community. We are even thankful because they came for peace and development”, Hon. Seroy said.
Lt. Col. Francis Cabugon of 19th IB said his soldiers who cover the area of northern Tacloban is based in Tabangohay. He assessed that the CPP-NPA, with their ‘legal fronts’ desperately resorted to fabricating old issues as they limit their activities due to the presence of government troops in the community.
Cabugon said that Mr. Perez’s claims will not hinder the peace and development efforts of his unit. Further he stated that Oplan Bayanihan, the legal cause of the soldiers’ peace and development operation could not be questioned.
“There is no let-up in the peace and development operation being conducted by government forces in the barangays. But, we are trying our best to inform the NPA’s that they are just being used and abused by their leaders who are milking over the people particularly the peasants”, Lt. Col. Cabugon stressed.
Cabugon said his unit is open for dialogue or on any means of communication with the NPAs who wish to surrender instead. #

CARIGARA, Leyte---The Local Government of Carigara through the 19th Infantry (Commando) Battalion has gained the support of the nearly 60 farmers amid the disproved food blockade and misbehavior allegations raised by the Municipal Farmers Association of Carigara (MUFAC).
In a consultative dialogue being carried out by MUFAC at the ABC session hall yesterday morning, farmers publicly denounced the atrocities of the New Peoples Army in the town of Carigara and pledged to support the peace and development programs of the municipal government.
MUFAC spokesperson, Mrs. Alicia Castaňares, denies before Mayor Trinidad Apostol and Lt. Col. Francis B. Cabugon of 19IB, the association’s alleged alliance with the New Peoples Army. She claimed that MUFAC was organized to help and uplift the lives of the farmers.
“MUFAC is not of the NPA. The projects we implement are of the Anak Pawis party-list and not of Satur Ocampo”, Castaňares said.
Castaňares who previously accused soldiers for food blockade and misbehavior issues in the hinterlands of Carigara later found out that 19th IB is sincere in its mission of bringing peace and development in the town.
Lt. Col. Cabugon, the commanding officer of 19th IB told MUFAC that soldiers are in the barangays to implement peace and development operation under “Oplan Bayanihan”. The peace and development team will pave way to the delivery of basic services to the people in the hinterlands.
Meanwhile, the threat received by MUFAC chairman Mrs. Mamerta Dagalea that was presented to Mayor Apostol and Lt. Col. Cabugon was not honored. Accordingly, the content and the form of writing were very local. And the mere fact that anybody can write just to discredit others could be possible made the evidence insufficient.
“I have been reminding my men to always respect human rights, preserve the constitution and protect the citizens. As to violations, I ascertain you non-tolerance of misbehavior among my troops.” Cabugon deliberately stressed.
Lt. Col. Cabugon likewise urges MUFAC members to respect and support the duly constituted government in order to achieve a peaceful and developed society.

(MUFAC), the Association of Barangay Council here denies issues that there is fiscal, food scarcity and food blockade in some parts of the town. In a regular meeting at the ABC session hall yesterday, the municipal mayor, barangay chairmen, 19th IB and 82nd CMO Company officials rejected the issues raised by MUFAC in a solicitation letter signed by the association President, Mrs. Mamerta Echo-Dagalea on August 31, 2011.
Hon. Trinidad G. Apostol, the municipal mayor of Carigara herself disproved the statement cited in the letter that people in barangays Paglaum, Tinaguban, Sta. Fe, Cogon, Canlampay, and Candigahub are experiencing hunger where families only eat staple rice once a day.
The issue sprouted after Mayor Apostol committed to act the lead role in weeding the CPP-NPA-NDF that allegedly infested some barangays in the municipality of Carigara.
Lt. Col. Francis B. Cabugon told the council that MUFAC is day-dreaming of destroying the image of the government by fabricating issues. He said that MUFAC’s lines could not affect the stance of the Municipal Government and 19th Infantry Battalion in their peace and development efforts. He added that these claims only reveal the anti-peace and development agenda of MUFAC.
The commanding officer of 19th Infantry Battalion further disclosed that information reached his office showing that MUFAC is secretly backed by a party-list that is affiliated to the front organizations of the New Peoples Army. In fact, some officers of MUFAC are also members of the said NPA ally party-list.
“We, as your legitimate Army come to implement the Internal Peace and Security Plan of the government not just in Carigara but also in the other towns of Leyte. We don’t want the NPA or any other criminal groups to block the mayor’s peace and development agenda here.”, Cabugon deliberately stressed.
A lecture and video regarding the strategy of the New People Army that is infiltrating the farmers and creating front organization was explained by 19IB soldiers to the ABC members.
Lt. Col. Cabugon concludes that Peace and Development Operations in Carigara will keep the people from the deception strategy of the NPA. Further he pronounced, that 19IB will implement “Oplan Sagip-Kabataan” in order to thwart the NPA’s from infiltrating the academe and youth sector.#

JARO, Leyte---A total of 1,500 students were enlightened upon hearing the lectures of 19th IB troopers during the Insurgency Awareness Symposium (IAS) held at Notre Dame High School here on August 4-5, 2011. The symposium that was held around 3:00 p.m. in two consecutive days aimed to inform the students on the evils of communism and the damage to the national economy due to terrorism and other forms of violence they launched to pursue political ideology. According to 19th IB spokesman, Cpt. Malinche Y. Tomarong, launching of said activity complements their effort to compel the remnants of the rebels and their supporters to abandon armed struggle. “We want the students to know the importance of peace and security for us to move forward and how the CPP-NPA-NDF violates human rights and the International Law of Land Warfare by recruiting minors in order to advance their so-called revolutionary movement. In the same way, this will serve as a wake-up call to those rebels who were deceived and used to fight against the government.”, said Cpt. Tomarong. As per records, three, now ‘former rebels’ voluntarily surrendered to 19th IB last month. This accomplishment inspires newly-installed battalion commander, Lt. Col. Francis B. Cabugon to focus civil-military operation efforts on public information activities.
